In 2019 Sri Lanka Easter Sunday bombing attack, we identified the communication problem between intelligent services and other government departments.
In Niroshan Padukka's "A VISION TO CREATE A MISSION - ආර්ථිකය බලගැන්වීමේ පස් වැදෑරුම් වැඩපිළිවෙල", I noticed, two solutions are given to the communication problem within Government institutions.
1. Integration of administrative departments for better governance
දේශීය ආදායම් බදු දෙපාර්තමේන්තුව, ශ්රී ලංකා රේගුව, සුරාබදු දෙපාර්තමේන්තුව එක් කොට නව අධිකාරියක් පිහිටුවීම.
2. Integration of national services for effective infrastructure development
විදුලි බල මණ්ඩලය, ජල ප්රවාහන මණ්ඩලය හා ටෙලිකොම් ආයතනය එක් කොට, නව අධිකාරියක් පිහිටුවීම.
The communication problem is obvious, where the Water Board and Telecom dig and break roads in separate occasions (within the same month) to lay their pipes and cables.
This effects negative to our economy.

While I appreciate the said political vision, let me suggest my ideas as an alternative.
Communication problem is apparent in all departments.
Therefore, establish a "Coordination Department" responsible for inter-departmental communication.
Communication problem is apparent within departments as well.
Therefore, the most suitable solution for this information age is to establish an Information System using the already available IT infrastructure.
It solves both vertical (hierarchical) and horizontal (inter-departmental) communication problems.
Also, it enables active monitoring, which solves corruption problem.
Active monitoring will give real-time data to Niroshan Padukka's 5th mission, which is "Forming an independent supervisory institute to monitor all regulatory bodies".
