Politicians preach funny talk to people using one-way communication media like television, radio and newspapers. Therefore, such comedy play promises have no legal bindings and in turn no commitment to fulfill. When citizens get entertained, they elect the popular star actors as their representatives by blindly being biased to a political party.
When year around learning is tested in two hours at the exam, the education system fails. Likewise, voting on persons hoping they solve all problems, is voting for disaster.
There are other pressure groups consisting of superpowers, NGOs, conglomerates, family/business friends and underworld gangs who influence the politicians to change the social system for their own benefit. That's where the real politics operate.
Does that mean the politician is a double agent representing both citizens and the said pressure groups? If so, isn't that conflict of interests?
When a system achieves it's design goals, we call it justice. Therefore, the current legal system protects true criminals. Is it fair to call it criminal justice? Well, the current social system justice benefit the criminals. There's no surprise why we hear the grievances of innocent citizens crying for social justice.
Politician is the chief of governing mechanism.
Why do citizens pay taxes to this governing mechanism? What were leased/rented for them to pay taxes? Does money get leased? Who own that money? Is that a separate private institution (banker) who secretly print money at will? Isn't that the greatest theft operated above the legal system? Also, why do we pay taxes after registering our homes and vehicles? Don't we own them?
Citizens are forced to think that they pay taxes for the services provided by government agencies. But, that's not the truth. There's a legal deceive, a trick to make you fool.
When expectations get failed, it is common for citizens to regret and curse themselves for their votes. They have no other option other than to protest. How would such attitudes develop our country?
Where's the fault? Is it not in the Social System?
Sometimes we say that the Democratic Socialist Republic of Sri Lanka is a broken society.
But, it's a fact that the society is not broken. The crooked has used politics to change our social system for their benefit. As a result, you experience the negative effect.
Then, what is politics?
Politics means influencing.
In theory, politics is a wastage to a system. But in practice, politics can be used to influence a system for change/adjustment, where it's efficiency can be improved.
If we expect humane benefits from politics, then we must define it that way.
"Politics is to improve a system using humane influence."
For example, suppose there's a system with a service line.
This system is designed with First-In-First-Out (FIFO) and Last-In-Last-Out (LILO) model.
If the last candidate in that line is a sick patient, should we keep him or her standing/waiting for a long time, because our system policy says so?
We are human who have empathy and can think. We are better than robots. Therefore it is humane politics to influence the system and serve the said patient with priority. This decision will cause to change system policy, and in turn to redesign the system.
Proposed New Political Model:
Please refer to Figure-2. Click on it to see in original size.
This proposed model is aimed at benefiting people with a radical change in society.
In this new system, there's no room for the inflated old type crooked politician. Instead, a computer information system has come to stage as the heart of our society.
You may notice a change in pressure groups. Politics is sourced by philosophers and free thinkers. Contributions from spiritual leaders, professionals and researchers are appreciated. Media are open for all other parties to express their views.
It is the duty of citizens to listen for suggestions made by new pressure groups with consideration and vote based on issue by issue after reading the current health of the social system.
You can say, this Information System is like an e-governance system. But, I think it moves beyond the traditional boundaries, for example, into e-politics.
Computer algorithms can be used to make lower-level decisions to effect the national level decisions. We can improve our system using case studies from other parts of the world. Also, cases for decisions can be shared among different subject areas. Majority and minority will be differentiated based on issue by issue, and not by race, religion, cast, etc to discriminate people.
Computers are experts in repetition. Man must be creative to do politics (influence) for humane system change.
There will be a need for an ongoing system design and development team for system maintenance including trouble-shooting. Also, there will be a high demand for a group of thinkers who are capable of data analysis aiming at humane system change.
There will not be any need to waste money on parliament privileges, allowances, official apartments in Colombo, luxury vehicles and VIP security, etc for the future politicians. A free computer and a free fiber optics internet connection to work from home would be appropriate. The new parliament would be an online virtual conference room. It is far more productive in this information age.
We will need professionals with expertise in subject areas and thinkers who can think differently to operate the government mechanism. Approval of agreements with external parties must be done by them.
High performing actors with attractive personalities would be the candidates for public relations with external parties and for signing agreements as representatives.
Data duplication in the system will be eliminated resulting reduction in wastage and errors. Standardization formats for data entry will improve methodical administrative processes and ease of use.
When considering administration at the institutional level, the use of password as digital signature to approve documents have many benefits, like ease of document transfer along the official hierarchies, no lost files and better customer services, etc.
A single profile using the unique national ID can be used for multiple administration tasks. It will reduce time and material wastage in form filling and submission.
It is a must that this system be uncomplicated and user friendly to make it practical.
The most significant benefit of this information system is, transparency in transactions. Let me emphasize that secrecy and complications result in fraud. When active monitoring is maximized, the corruption can be minimized to zero.
Implementation of this information system must be done in stage wise. But, people must see the effect within the first 6 months.
In the first stage, within 24 hours of document handling by institutions, we store all significant documents at a central data center for public access. We practice 'Freedom of information' by large.
There must be focus for system security and recruitment of data entry staff.
When citizens make decisions for themselves, there will be no need for protest and stoppages of work resulting negative impact to our economy.
When we design a humane society, we can expect humane justice.
We should not walk 30 years backwards, instead let's move forward using information technology in this information age, which is definitely attracted to the young generation.
If my proposal make sense to you, why delay to implement it? The budget is low and affordable. High return and worth the investment.
